Re: PAROLEE 1st/2nd JOB PLACEMENT/RETENTION
DISCOVERY -- Our parolee clients
do significantly better in second job
placements, measured by retention, than in their first jobs, EVEN
IF
THEY NEGATIVELY TERMINATED FROM THE FIRST JOB.
Our L.A. Cty. OEC staff developed jobs for 818 parolees 10/99-8/02.
75% achieved 30 day retention in their first job.
60% achieved 60 day retention in their first job.
49% achieved 90 day retention in their first job.
36% achieved 180 day retention in their first job.
22% (181 clients) are still employed short of 180 days,
42% (340 clients) negatively terminated (were fired, quit without
good
cause, returned to custody, etc.), most during the first 30 days (198
clients).

We then placed 182 clients who negatively terminated from 1st job
placements (the other 158 negatively terminated clients having lost
touch
with us) into second jobs. Considering just those 182 clients:

| 31% had made 60 days on the job |
65% now made 60 days |
| 17% had made 90 days on the job |
52% now made 90 days |
| 0% had made 180 days on the job |
47% now made 180 days |
And 53 are still employed short of 180 days
Much stronger retention rates during 2nd
jobs, of even those clients
who terminated negatively during 1st jobs, suggest that getting a job,
having a job and even losing a job constitute learning situations from
which clients significantly benefit. Program designs
would likely benefit
from longer follow-up periods and incentives for staff to do 2nd placements.
