and our larger employment services profession.
Until recently, we believed that disadvantaged clients who
negatively terminated in first job placements were unlikely candidates
for success in a second placement. Our own data proved us wrong

were more difficult to work with in job development --
that they were less easily recruited, more retention, etc.
